The Neurotechnology Industry Organization is member driven organization governed by the principles of transparency and diversity. Involvement on the NIO committees is open to all dues-paying members.


Membership
The Membership Committee oversees the recruitment of new members and related policies related.

Public Policy
The Public Policy Committee governs the adoption of all of the organization's public policy positions, and oversees the strategies by which they are communicated to target audiences, including all branches of the federal government as well as other non-governmental agencies.

Communications
The Communications Committee provides strategic counsel to the organization and helps promote NIO's goals and programs. It oversees the policies that govern the NIO's efforts to provide information to the media and coordinates the NIO educational programs.

Staff

Zack Lynch, Founder, Executive Director

Zack Lynch founded NIO to give the neurotechnology industry a collective voice. He is the managing director of NeuroInsights, a market research firm covering the neurotechnology industry, and a social forecaster advising global organizations on the impact of neurotechnology on business, government and society. Mr. Lynch serves on the advisory boards of the McGovern Institute for Brain Research at MIT, Center for Neuroeconomic Studies, Center for Cognitive Liberty & Ethics, the Institute for Global Futures and Socialtext, a software company.

He is the publisher of the investment newsletter, Neurotech Insights, editor of Brain Waves, an industry weblog providing commentary on the intersection of neuroscience and society, and co-author of NeuroInsights’ annual report on The Neurotechnology Industry Report. Previously, he was an executive and founder of several enterprise software companies in profit optimization and collaborative forecasting.
Mr. Lynch’s articles and vision have been sought out by diverse publications, including US News and World Report, MIT Tech Review, Lancet Neurology, CMO Magazine, and the New York Academy of Sciences, among others. Zack received an MA in Economic Geography and double BS in Evolutionary Biology and Environmental Science, all from UCLA.

Advisory Board


Mark Cochran, Executive Director & CEO, Blanchette Rockefeller Neurosciences Institute

Mark joined the Blanchette Rockefeller Neurosciences Institute as Executive Director and CEO in early 2006. Prior to this he served as Managing Director of NeuroVentures Capital since its inception in late 2000. He has an extensive background in life sciences that includes roles in research, drug development, business development and venture capital. Currently, Mark is the Chairman of the Board at Rivanna Pharmaceuticals and represents NeuroVentures on the boards of Acumen Pharmaceuticals, Kadmus Pharmaceuticals and NeurAxon and is an observer at BrainCells and Saegis Pharmaceuticals. Mark works closely with these and other NeuroVentures portfolio companies to assist with business strategy, business development, recruiting scientific advisory board members, scientific and executive management and raising milestone-driven venture financing.

Prior to joining NeuroVentures, Mark worked with MDS Capital Corp., a Toronto-based Healthcare venture capital group with $600 million in capital under management where he was responsible for MDS' San Francisco venture business and several MDS invested companies. From 1989 to 1997, he worked with Bayer Pharmaceuticals, most recently as Vice President of Business Development, Biotechnology, in Berkeley, California. Other positions held during his tenure at Bayer included Project Director of Recombinant Factor VIII, and Head of Molecular Biology and Biochemistry in Wuppertal Germany. Before joining Bayer, Dr. Cochran co-founded MicroGeneSys, Inc., a Connecticut-based vaccine company.

Dr. Cochran received his Ph.D. from the Department of Molecular Biology and Immunology at Queen's University in Kingston, Canada. He holds a Masters from the University of Guelph and a B.Sc. from the University of Toronto. Dr. Cochran performed post-doctoral research at the National Institutes of Health in Bethesda, MD. Mark is a member of the Society for Neuroscience, the American Society for Experimental Neurological Therapeutics, and the Business Advisory Board of the Institute for the Study of Aging.


Roger Quy, General Partner, Technology Partners


Roger has been responsible for the life science practice of Technology Partners since 1989. Before joining the firm, Roger was a member of the founding management team of Hewlett Packard Laboratories in Europe. Previously he led the development of ambulatory neurological monitoring devices for the Oxford Instruments Group in England. Roger began his career at the Institute of Neurology in London, where he was a post-doctoral Research Fellow of the British Medical Research Council. During his research, he developed new techniques and devices for the diagnosis and treatment of neurological, cardiac and sleep disorders. He has published a number of scientific papers and contributed to a textbook on epilepsy. He holds five issued patents.

Roger earned a BA with honors in psychology and law and a PhD in neuroscience from the University of Keele, England. He received an MBA from the Haas School of Business at the University of California, Berkeley. He gained a commercial helicopter pilot’s license for fun. Roger is a Director of the Western Association of Venture Capitalists. He is a member of the Advisory Council of the School of Medicine at the University of Hawaii and a former member of the Advisory Council of the Entrepreneurial Center at the University of California, Berkeley. Previously he served on the Steering Committee for the Hiller Aviation Educational Institute.

Daniel Ritter, Partner, KL Gates

Daniel Ritter is a partner in the firm of KL Gates. His government relations practice involves advocacy of policy positions with federal legislators and administrative agencies for a variety of technology, media, telecommunications and non-profit interests. Between 1993 and 1996, Mr. Ritter served as Counsel to the U.S. Senate Subcommittee on Education, Arts & Humanities, advising Committee Members on education and cultural policy issues. Prior to joining Preston Gates, Mr. Ritter served as Executive Director of the Center for Arts and Culture, a nonprofit grant-making organization concerned with public policy and culture. He is a graduate of the Yale Law School.

Preston Gates Ellis & Rouvelas Meeds LLP was founded in 1973, as the Washington, DC office of Preston Gates & Ellis LLP, an international law firm that has served clients for more than 118 years. The firm has 400 lawyers practicing in ten cities including Seattle, Los Angeles, San Francisco, Portland, Anchorage and Hong Kong.


S. Lauren Choi, NIO Policy Counsel, Buchanan Ingersoll & Rooney PC

S. Lauren Choi is counsel with the Washington, D.C., office of the law firm of Buchanan Ingersoll & Rooney PC. She is a member of the firm’s Biotechnology/Food and Drug Group. Lauren has more than 11 years of Washington policymaking and government relations experience, with a particular focus on the development, management and representation of multi-industry stakeholder coalitions in the biotech and high tech sectors. Lauren also specializes in policy development and management of issue-focused advocacy campaigns, organization of issue forums and workshops to further the client’s objectives.

Previously, Lauren served as the policy director for the emerging companies section at the Biotechnology Industry Organization, where she created and managed a multi-industry coalition effort to reform the Sarbanes-Oxley law. Prior to her work in the biotech field, Lauren served as e-commerce, trade, and IP policy expert for one of the leading software industry organizations where she played a leading role in the work of the high tech coalitions.
